오류 발생: error: could not install packages due to an oserror: could not find a suitable tls ca certificate bundle, invalid path: c:\program files\postgresql\16\ssl\certs\ca-bundle.crt . pip를 사용하여 새 패키지를 설치하는 동안 발생했습니다.
